Plans, organizes, and implements the care, custody, control and retention of medical records for the facility according to hospital, state, and JCAHO standards. Directs and ! manages all activities and operations in areas of facility, including discharge analysis, medical staff/QSource interactions, release medico-legal information, records scanning, and record retention. Maintains productivity and quality standards. Models appropriate behavior as exemplified in The Methodist Mission, Vision and Values.

KEY JOB RESPONSIBILITIES:
Directs, plans, organizes, and implements HIM services activities and operations for the facility to meet MLH and department goals and objectives. Formulates long-range plans for the HIM department.
Responsible for facility HIM operations, including but not limited to inpatient, ED, SDS (Same Day Surgery), observation, outpatient, clinic, and incomplete medical records.
Directs and coordinates the HIM activities to include analysis, compilation, indexing and filing of patient's permanent medical records, the preparation of useful statistics and the release of health information.
Directs an! d coordinates compilation of data for physician deficiencies a! nd physician delinquencies and/or suspensions.
Maintains interface with medical staff and other personnel to ensure effective operation of the record keeping system. Designs methods to make data more accurate, complete and accessible.
Establishes effective working relationships with ancillary departments and leaders to ensure optimal record management.
Prepares monthly, quarterly, and annual statistical reports as required.
Maintains and develops a competent, productive, and quality conscious workforce by hiring, evaluating performance, counseling, training, issuing corrective action, and recommending promotion or discharge of department personnel according to the MLH value system.
Prepares the annual expense budget, capital request budget, and human resource utilization plan for the department.

INTERNAL CONTACTS:
Daily contact with Associates and leaders in all areas of HIM Services and in other facility departments.

EXTE! RNAL CONTACTS:
Daily contact with physicians and physicians' office staff.
Occasional contact with patients, patients' families, attorneys, equipment sales, and service representatives, often for the purpose of coordinating activities and resolving problems.

SUPERVISION PROVIDED BY THIS POSITION TITLE:
Manages indirectly, the HIM staff, which includes, but not limited to HIM Concurrent Quality Analysts, HIM Concurrent Record Specialists, HIM Statistical Specialists, HIM Imaging Specialists, HIM Lead Coordinators, HIM Data Analysts, HIM ROI Coordinators, and HIM Techs. Manages directly the Manager and/or Supervisor for the facility.

EDUCATION/TRAINING & EXPERIENCE:
Bachelor's degree in Health Information Management or related field required.
Five years progressively responsible medical record administration supervisory experience.

Possession of one of the! following is required:
Registered Health Information Administr! ator (RHIA)
Registered Health Information Technician (RHIT)
Certified Health Data Analyst (CHDA)
Certified in Healthcare Privacy & Security (CHPS)

KNOWLEDGE/SKILLS/ABILITIES:
Knowledge of pertinent federal, state, and local regulations governing records and reports of medical care, vital statistics, and diseases.
Considerable knowledge of anatomy and physiology.
Ability to compile complex records and reports.
Expertise in healthcare compliance: knowledge of information privacy and confidentiality laws, access, and release of information.
Expertise in HIM, best practices, processes, and procedures.
Demonstrated leadership qualities/abilities.
Experience with the Electronic Health Record (E.H.R) and health information systems and healthcare applications.

PHYSICAL DEMANDS/CONDITIONS:
The physical activities of this position may include climbing, pushing, standing, hearing, walking, reaching, grasping, kneeling, stooping, and repetitive motion.
Must have good balance and coordination.
The physical requirements of this position are: light work - exerting up to 25 lbs. of force occasionally and/or up to 10 lbs. of force frequently.
The Associate is required to have close visual acuity to perform an activity, such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; or extensive reading.
The conditions to which the Associate will be subject in this position: The Associate is not substantially exposed to adverse environmental conditions; job functions are typically performed under conditions such as those found in general office or administrative work.
