Oversees the billing process and the collection and deposits of all funds and monies due to the City.
E! ssential Job Duties
Performs supervisory duties
Supervises and directs revenue management employees and supervisors, handling employee concerns and problems, directing work, counseling, discipline, selection and training of new employees, and completing employee performance evaluations.
Makes decisions regarding personnel actions such as promotion and hiring.
Manage revenue management department
Prepares and administers the departmental budget, forecasting funding for staff, equipment, materials, and supplies; submits budget recommendations and justifications; monitors expenditures against approved budget.
Ensures that the City is in compliance with appropriate regulations and verifies submission of required reports.
Contributes to the long range planning of the city and participates in various task forces and committees.
Provides staff support to computer software vendor to develop new programs, change! existing programs, upgrade equipment for Unix computer system! s and related equipment; trouble shoots problems with employees; interfaces between users.
Develops and maintains operational instructions for all aspects of billing, collections, delinquent accounts, various permits and fees, property tax reporting, business tax, utility billing and solid waste fees.
Customer support
Serves as the top escalation point for customer issues in the department.
Calculates and prepares sales tax reports for gross sales of water to customers; resolves issues involving sales tax rate, makes adjustments to customers requesting sales tax refunds for overpayment, and requests refund due to the City from the Department of Revenue.
Consults and coordinates with various departments of the State of Tennessee regarding property assessments, ad valorem assessments, and tax relief for the elderly.
Handles customer relations, resolves problems, determines course of action and addresses concerns.
! Revenue and financial management
Assures that all City revenues are processed and accurately accounted for.
Prepares budget estimates and recommendations for the Property and Business Tax Divisions, Utility Billing Section, and City Court.
Generates and reviews various monthly reports to verify balancing of deposits and point of sale entries, to prepare revenue reports, sales tax reports, accounts receivable reports and statistical reports to verify the accuracy of other associated records in all departments.
Establishes and maintains records regarding rent, insurance, local sales tax, franchise fees, in lieu of tax payments and property damages due to the City from various entities and individuals, invoicing as necessary.
Prepares and completes various statistical, periodic and special reports and projects for the City Administrator, Board of Mayor and Aldermen, City Attorney and department heads.
Delinquent account col! lections
Monitors major delinquencies and final demand notific! ations. Issues warrants and/or turns over to collection agency, as necessary.
Ensures public notices, as required by City Charter, are published regarding current and delinquent property taxes. Coordinates with the delinquent tax attorney to file suit with Chancery Court on delinquent property taxes.
Maintains low bad debt and default rates by negotiating settlements, communicating with customers, notifications, and other actions needed to avoid debt write-offs.
Assistant City Recorder
Coordinates with City Administrator and City Attorney on new and existing policies and ordinances with regard to City court, taxes, licenses, fees, billing, collections, delinquency, etc., pertaining to Recorder duties. Recommends changes and prepares drafts as necessary.
Monitor transfers of property tax records between state, county, and city.
Oversees business licensure and renewals for city and assures that compliance standards are met! .
Maintains and preserves financial records, easements, various agreements and contracts, legal and other miscellaneous documents of the City.
Certifies copies of original ordinances, resolutions, documents, records, property tax rolls, etc.
Qualifications
Education and Experience:
The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through obtaining a Bachelorâs degree (B.A.) from four-year College or university, plus six to eight years related experience and/or training; or an equivalent combination of education and experience.
Required Certifications/Licenses:
City Recorder Certification must be obtained within four years of being hired
