Position Summary
National Str! ategic Protective Services (NSPS) is seeking a Senior Human Resources Manager to lead the HR function for our new Oak Ridge operation supporting the Department of Energy. The HR Manager is responsible for providing direction and leadership for the department operations and administration of program HR-related functions, such as compensation, benefits, recruitment, HRP and compliance. HR services will be provided in coordination with corporate HR and will report to the corporate SVP of Human Resources. The HR Manager will be responsible for coordinating these services and ensuring that all program HR support is delivered in an efficient and effective manner.
Position Responsibilities
Administer and deliver all HR related programs for the NSPS DOE-OR operations; Coordinate the delivery of and advocate for HR related services from NSPS corporate office; Provide direction and leadership to the organization in Labor and Employee Relations including the management of! collective bargaining agreement, and interface with labor rep! resentatives, attorneys, and labor related government agencies; Serve as liaison to DOE leadership for HR related issues; Ensure that NSPS provides qualified personnel to support DOE-OR operations; Coordinate administration of the Human Resources Policy (HRP) for Protective Force (PF) personnel in compliance with DOE requirements; Recommend and deliver appropriate leadership training and professional development; Ensure PF personnel meet the physical fitness and medical qualifications; In coordination with corporate office and local Program Management, ensure preparation of all HR related reporting to customer and other government entities; Maintain high standards of competency, conduct, and integrity of all personnel.
Essential Skills and Experience
- Bachelorâs degree or the equivalent education and/or experience;
- Minimum of five (5) to eight (8) years relevant experience in human resources and labor relations;
- Minimum of three (3) ! years leadership experience;
- HR experience in support of a DOE contract is strongly preferred;
- Experience in managing Labor Relations issues, responding to and investigating grievances;
- Excellent verbal and written communication skills;
- Must possess active required DOE level clearance; current DOD Top Secret will be considered (inactive clearances must be able to be reinstated without a new investigation);
- Must pass drug test prior to and during employment as required.
