You will serve as an expert labor economist within EEOC, to other Federal agencies, and to individuals and organizations outside the Commission. You will provide expert opinions, guidance and direction to senior level management, investigators and trial attorneys in the quantitative analysis of employment discrimination investigations with respect to social science methodology especially labor economics in employment discrimination investigations especially to include directing and reviewing research.

DUTIES:
As a Labor Economist, you will perform the following tasks:

  • Apply econometric/statistical/quantitative techniques and research design principles to develop statistical evidence of discrimination for investigations to establish whether there are patterns of race, sex, and age discrimination within specific employers and unions.
  • Provide guidance, including advice and support, to senior staff concerning the appropriate social science and statistical and econometric techniques to be used in conducting analyses in employment discrimination investigations and in research efforts especially with respect to organizational characteristics and use of selection devices.
  • Review, evaluate, and critique economic and social science analytical methodologies utilized by other researchers in the context of employment discrimination investigations or in research efforts.
  • Be responsible for gathering and analyzing an array of economic and social science information for employment discrimination investigations and the general enforcement of the statutes enforced by EEOC.
  • Develop and implement techniques required to analyze unusual data from diverse sources as standard data bases and techniques are often not available or applicable.
  • Provide expert judgment and evaluation of the relevance and quality of these alternative data sources as well as diverse methodological approaches to the issues at hand.
  • Communicate, defend and collaborate on results and analyses with clients such as investigators and supporting attorneys when developing statistical evidence of discrimination in the investigative process.
  • Recommend and advise senior staff, management and colleagues on relevant economic and social science concepts for application to employment discrimination investigations and in conducting research.
  • Determine the type of data required for analysis, types of analyses to be performed, and types of data needed to conduct studies.
  • Provide analyses and guidance regarding the implementation and modification of the EEOC Employment Survey System (the EEO-1 through EEO-6 surveys).
  • Provide assistance to EEOC field and headquarters offices in interpreting and analyzing economic and social science information related to their investigations and to the general enforcement of EEOC statutes in their jurisdictions.
  • Develop and present training to field staff on analytical techniques, utilization of relevant data particularly that is collected as part of the EEOC Employment Survey System and related software as they relate to investigations, particularly class investigations.
  • Act as an expert to the Commission and participate in panels, forums, and workshops related to economics including labor market analysis, pay and wage rates and related compensation analyses that are sponsored by employers, trade associations, management development organizations, civil rights groups and other federal or state agencies especially as it relates to economics and employment discrimination.
QUALIFICATIONS REQUIRED:
For GS-13: In order to be considered qualified, you must demonstrate, in your resume and responses to questions, at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as experience which is in or directly related to work serving as advisor in the field of labor economics, providing opinions, guidance and direction to senior level management, investigators and trial attorneys in the analysis of employment discrimination cases.

Competencies:
1. Knowledge of gathering and analyzing quantitative information such as those performed to identify employment disparities based on prohibited bases such as race, gender or age.

2. Skill in using statistics common in the social sciences as well as skill in using standard statistical software such STATA and/or SAS to construct, process and analyze large complex automated data bases.

3. Skill in developing analytic data bases including the identification of errors, the organization of and creation of data subsets, the generation of new variables, the formatting of values and the careful documentation of all such actions.

4. Knowledge of economic and social science theories and techniques, particularly those relating to employment discrimination.

This is a bargaining unit position.

EEOC will not pay travel, transportation, and relocation expenses.
