DUTIES:
The primary purpose of this position is to serve as Contracts Legal Advisor, Environmental Law Counselor, and Management Representative on Labor Law issues for the Office of Staff Judge Advocate. The incumbent will serve as legal consultant, advisor, and chief legal representative, acting directly on behalf of the Complex Commander and his staff, HQ AFMC/JA, HQ USAF/JA, SAF/GC, and as liason with Department of Justice, for all issues involving government contracts, environmental law, and general civil law issues including complex legal questions and factual issues arising in the areas of Labor-Management Relations.

Major Duties

  • Applies the Federal Acquisition Relation (FAR) and its supplements, federal policy, statutes, case law, and other regulations to all facets of government contract actions.!
  • Advises on a wide variety of complex civil law matters.

  • Analyzes, evaluates and balances conflicting federal and state environmental statutes, Executive Orders, Department of Defense policies.
The following are the job-related Knowledge, Skills and Abilities (KSAs) necessary to perform this position:

1. Professional knowledge of Federal statutory and regulatory provisions, agency policy guidance, and case law bearing on government contract law.

2. Professional knowledge of and skill in the application of Federal statutes, case law, Executive Orders, DOD Directives and Instructions, Air Force Directives and Instructions, Tennessee Codified Law and Administrative Rules, the U.S. Code , and the Code of Federal Regulation applicable to environmental and real property issues.

3. Knowledge of and expertise in the application of theories, principles and techniques of legal research, familiarity with general legal resources materials, and proficiency in the use of each knowledge

4. Know! ledge of Federal statutory and regulatory provisions, agency policy guidance and case law hearing on labor law and other civil law matters, including skill in interpreting the law and applying it to specific factual situation in the performance of legal analysis and the exercises of professional legal judgment.

5. Ability to prepare and present written and oral communications effectively, including skill in negation techniques to protect the Air Force position.

6. Ability to make sound reasoned decisions to effectively carry out the duties of the position to tactfully advise senior leadership on sensitive legal issues.

Education: You must possess the first professional law degree (LL.B. or J.D.) from a law school that is accredited by the American Bar Association. Additionally, you must be an active (or equivalent) member, in good standing, of the bar of the highest court of a state, U.S. commonwealth, U.S. territory, of the District of Columbia. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL TRANSCRIPTS WITH YOUR APPLICATION.
