The Tennessee Department of General Services is responsible for providing goods and services to the State government of Tennessee. Its primary customers are other State departments and agencies. It also serves vendors wishing to do business with the State, and citizens and organizations interested in purchasing surplus State and federal property.

The Department’s services include centralized procurement for State departments; management of the State’s real estate assets; motor vehicle and equipment management; printing, media, and photographic services; postal services; warehousing and distribution; State employee parking, badging, and shuttle services; and assistance to small businesses and businesses owned by minorities, women, and veterans.

The Department is currently seeking an attorney to serve as General Counsel. This position reports directly to the Commissioner and is located in downtown Nashville. The salary range for this position is $7,047 - $12,685 monthly (DOE).

Primary Duties and Responsibilities:

Advises the Commissioner and all other agency officials by providing proactive legal advice, guidance and direction regarding a wide range of issues. Researches applicable statutes, regulations and case law to ensure business operations are conducted in a legal and transparent manner.Represents the agency, Commissioner and other officials in all legal matters involving outside counsel, other state agencies, officials, the legislature and private entities dealing with the State.Manages DGS’s legal office and directly supervises one (1) staff attorney as well as one (1) director of legislative services. The incumbent is also responsible for providing legal guidance to and oversight of other senior legal staff within the agency.Serves as the agency’s liaison to the Governor’s Counsel Office, Tennessee Office of the Attorney General and the General Counsel from other state agencies. Leads the DGS business units’ legal team in making presentations regarding DGS services, rules, policies and procedures when related to contracts, real estate and State assets.Responsible for a system of information reporting to the General Counsel’s Office by the DGS Communications Office, Deputy Commissioner and Chief of Staff, Internal Audit, CPO, Stream, VAM and CPD.Responsible for scheduling and conducting monthly meetings with all DGS attorneys to review and discuss updates on legal matters of common interest and importance to the agency.Acts as legal counsel and advisor on a wide variety of matters including:

  • Building revocation requests
  • Ethics and conflict of interest requirements
  • Legal advice and recommendations to HR partners and DGS senior leadership on employment matters affecting the department
  • DGS Contract Governance
  • Procurement Commission
  • Procurement Protests
  • Public Records Requests

This position also has the distinguished honor to serve as General Counsel and Special Liaison to the State Capitol Commission, which is charged with establishing policy governing the use of the State Capitol for any non-governmental activities. As such, the General Counsel works closely with the Chairman and members to protect and be a good steward of the State Capitol and its grounds. This includes attending State Capitol Commission meetings. The DGS Legal Services office is also responsible for processing all requests for use of the Capitol and grounds that fall under the jurisdiction of the State Capitol Commission.

Requirements:

  • Law degree and active license to practice law in the state of Tennessee
  • 3-years’ experience in practice of law
  • Legal management experience preferred
  • Background in administrative law and governmental practice strongly preferred
