For detail informations about this occupation opportunity kindly read the description below. The University of Tennessee System Division of Real Property & Space Administration is seeking a Director. Reporting to the Executive Director for the Office of Capital Projects, this position shall have the responsibility for the execution of duties, supervision, administration and management of the University System real property office.

Responsibilities shall include but not be limited to the following: A). Origination, analysis, and oversight of real property transactions; B). Lease management; C). Real property asset management; D). Gift property; E). Easements & Right of Ways; F). Assist the Executive Director of Capital Projects with real property approvals by the State Building Commission Executive Sub Committee, Tennessee Higher Education Commission, UT Board of Trustees, and with other Federal, state and local municipalities; G). Facility & Space Management functions; H). Execution of campus master plans.

Other responsibilities include coordinating, underwriting, reporting, preparing, and processing real property initiatives. Using considerable judgment in monitoring and assisting the Executive Director with real property transactions that require UT Board and State approvals.

Function/Responsibility:
Department - Responsible for the departmental budget, personnel, operating revenues & expenses for properties, and various financial and management reports. Ensure compliance with University policies, local and land use regulations, and state law.

Campus Institute Provide assistance to the Systems various campus locations and institutes for real property ventures that require System, UT Board of Trustee, and state approvals; including additional responsibilities associated with UT Institute of Agriculture expanded research endeavors, working farms, timbering activities and oil, gas and coal-bed methane mineral interests, etc.

University - Adhere to policies and implement procedures for institutional properties, leased properties, and gift properties owned by the System. Underwrite, analyze, and evaluate real property transactions. Execute campus master planning activities and real property initiatives.

External to the University - The Department routinely engages outside service providers such as real estate agents, appraisers, legal counsel, surveyors, buyers and sellers, and state agencies in negotiating real property transactions. Assist with real property approvals with State Building Commission Executive Sub Committee, Tennessee Higher Education Commission, UT Board of Trustees, and other Federal, state and local governments. Provide real property assistance to the UT Foundation and the expanded use of the UT Research Foundation and UC Foundation. Provide assistance to the UT Joint Institute partnerships in Oak Ridge. Provide assistance to the UT-Battelle Consortium and the UT Center for Transportation Research. Provide assistance associated with the following: A). Cherokee Farm Research Campus; B). Bio Fuels facility; C). Incubator facility; D). Solar Farm facility. Assist with expansion endeavors of the UT Hospital campus.

Performs generally semi-routine duties under established practices and policies. Considerable judgment is required in the development of approaches and techniques for coordinating/processing transactions, facilitating and problem solving real property transactions. Responsibilities are centered around principles and practices of real property work (i.e. acquisition and disposition of real property interests) for public purposes; familiarity with federal, state, and local laws and regulations related to easements, rights-of-way, and relocation assistance; leasing and property management practices; the function of legal instruments that are used in real property ownership and transfer; the effect on property values of deed and tract restrictions, zoning ordinances, setbacks, tax and improvement assessments, easements and encroachments; rental and lease agreements, procedures for the proper negotiation and completing real property agreements.

Makes decisions within the limits defined by policies and procedures set up by the department and University. Sometimes adopts or modifies methods and standards to meet a variation in controlling conditions. Refers unusual questions to the Executive Director.

Required Qualifications:
Masters degree in a related field or an equivalent combination of experience, knowledge, skills, abilities, and other characteristics consistent with required qualifications as determined in the job analysis.

Seven (7) or more years of progressively responsible real property experience (i.e. acquisition, disposition, appraisal review, real estate principles), including grant funded projects and experience with large, complex real property transactions. Or the equivalent combination of education, training and experience that provides the required knowledge, skills and abilities, preferably for a public purpose in a governmental environment.

Desired Qualifications :
Excellent oral, written and interpersonal skills are desirable. Experience working in state government or at a higher education institution is preferred.

Job Skills:
Strong written/communication skills with advanced knowledge of Microsoft Office Suite software;

Detailed oriented with the ability to write legible, clear and concise reports;

Proven ability to efficiently manage time and workload, which includes planning, organizing, prioritizing, and following-through on a variety of tasks, assignments, projects, and reports to meet deadlines;

Strong organizational and follow-up skills;

Proven ability to work/act independently and know when to refer decisions/situations to the Executive Director;

Proven ability to use prudent judgment to identify and evaluate alternative solutions and make effective business decisions and recommendations;

Perform general office and clerical duties;

Compose written, routine correspondence from oral instructions;

Produce and maintain contract agreements and monitor compliance with applicable terms and provisions;

Provide project management and supervision;

Experience with real property transactions in a public purpose governmental environment.

Related Qualification Criteria:

  • Knowledge of appraisal and negotiation principles, policies, procedures and techniques, including specialty appraisals, real estate and condemnation principles, and appraisal theory and techniques as they apply to eminent domain;
  • Knowledge of the application of depreciated replacement cost, capitalized income and a variety of market data comparison methods and techniques;
  • Knowledge of property descriptions, land title reports and work, and instruments of ownership;
  • Knowledge of property management and leasing;
  • Knowledge of federal, state and city real property acquisition and relocation assistance, policies and procedures;
  • Knowledge of engineering principles and procedures as they relate to property acquisitions; ability to read and interpret engineering plans, profile drawings, surveys and maps;
  • Ability to establish and maintain effective working relationships with other employees, property owners, appraisal staff, engineers and attorneys;
  • Experience working collaboratively with interdepartmental teams;
  • Proven ability to streamline policies and procedures to meet organizational objectives;
  • Experience with complex projects from the "big picture" through details, including projecting resource needs over time;
  • Ability to work successfully in a political environment;
  • Skilled in effective, clear and persuasive oral and written communications to individuals and groups; ability to clearly explain technical information.
