Job Summary

The Finance Manager Public Partnerships Department of Defense (PP-DoD) manages and oversees all aspects of financial services related to the assigned Lend Lease PP-DoD project(s). Role includes the financial services activities for financial analysis, pro forma modeling and maintenance, monitor capital markets/counterparty exposures, supporting transactional activities related to the Project Company SPVs and overall financial oversight for the assigned PP-DoD project(s). (Portfolio of projects: Ten MHPI projects and one Privatized Army Lodging project, totaling development value of over $7.5 billion / 45,000+ h! omes/hotel rooms).

Essential Job Functions, Duties an! d Responsibilities

Pro Forma Maintenance and Financial Analysis

Develop, analyze and interpret statistical and accounting information in order to assess operating results in terms of profitability, performance against budget and pro forma, and other matters affecting the fiscal soundness and operating effectiveness of the Project Company.

Prepare financial forecasts and trend analyses using the pro forma and other tools that institute and maintain planning and control procedures including the analysis and reporting of variances.

Actively participate in the development of the Annual Project Budget and Business Plan. Evaluate budget iterations through the pro forma! and provide analysis to project team to optimize budget.

Undertake and evaluate financial feasibilities as required for proposed Project Company initiatives (restructuring, new phase additions, additional debt/equity, etc.)

Maintain and update Project Company pro forma models, including conducting peer reviews with other Finance Managers to ensure the integrity of pro forma models.

Work closely with respective project teams in an iterative process to update/optimize the pro forma, conduct analysis and keep assumptions in the model up to date. The process should include interactions with all disciplines (management, development, design and construction, property management, DoD consultants, etc.).

Provide financial oversight and as needed analyses for Capital Repair and Replacement and Out-Year expenditures.

Review accounting and finance principles, practices, procedures and internal controls and recommend enhancements to the sam! e.

Capital Markets Oversight and Counterparty Relationship Man! agement

Develop and maintain strategies for directing the management for all Project Company invested funds to ensure returns are being maximized and counterparty risk minimized.

Interact with all Project Company stakeholders as required including the Army/Air Force/Navy (local and federal levels), military consultants/attorneys/representatives, Bondholder Representatives/Insurers, Rating Agencies, Indenture Trustee, and external auditors.

Establish relationships with key investment banks, bond insurance providers, rating agencies and other capital market participants in order to obtain favorable financial and contractual arrangements.

Work with other Lend Lease departments with finance services (Integrated Solutions in New York and Treasury Group in Charlotte/Sydney).

Work closely with Winn Housing Services Project Company personnel (Controller, Director of Property Management, etc.) to ensure there is a close working relationsh! ip and compliance with Project Company legal documents is maintained.

Monitor developments in capital markets in terms of rating actions by rating agencies, macroeconomic trends, and health of Project Company counterparty financial institutions.

Complete rating agency annual review submission packages to ensure proper reporting of Project Company operations, financial results and any disclosures.

Compliance / Risk Management

Facilitate and oversee appropriate Project Company level processes and procedures to ensure compliance with all financial and contractual obligations of the Project Company.

Ensure Project Company is in compliance with all requirements of the operating documents for all financially related matters.

Establish and monitor processes and controls over Project Companys Lockbox Reserve Sub-account balances and compliance with the Lockbox Agreements.

Oversee third party compliance and counterparty ! exposure monitoring processes for the Project Company.

Oversee! the management, maintenance and processing of all contract documents, records and files according to established procedures.

Maintain Project Company risk register.

Assist in ensuring that all Project Company insurance requirements are maintained.

Manage, maintain and process contract documents, records and files according to established procedures.

Senior Management Reporting / Project Reporting

Assist in directing the development, enhancement, and evaluation of the Project Company accounting and financial management reporting systems.

Analyze financial information and provide timely completion of Project Company reports (SPV Scorecards, Contract Administration Checklists, Portfolio Brief to Senior Management, etc.). Present findings and recommendations at quarterly Project Review and Portfolio Briefs.

Prepare and review reports on historical and future trends on revenue and expenditure to determine appropriat! e strategies for financial management and structure. Present analysis to Project Company management and Senior Management.

Assist in the coordination and review of the annual Project Company financial audit and tax return preparation.

Review all Project Company financial reports prior to issuance, and assists the Accounting Team were required to ensure these reports are complete, accurate and timely.

Other

Support any business development initiatives within the DoD business unit and in the future other business units in the Americas when needed.

Develop other financial models as required to assess financial viability of new initiatives.

Ad hoc projects when necessary.
